School Safety Audits
Round Rock ISD schools currently have a 96% passing rate on safety audits conducted by the Texas Education Agency (TEA), which ensures the safety of students, staff, and the community.
These audits, required by the Texas Education Code, are conducted randomly throughout the year until all campuses are reviewed. They identify potential hazards, threats, and vulnerabilities, helping schools enhance physical and psychological safety.
So far this year, 14 of our district’s 56 campuses have been audited. During these audits, TEA assesses whether:
Unsecured or unauthorized access to the building is possible,
Any exterior doors are open or unlocked, and
Campuses are performing and documenting weekly door checks accurately.
Window Safety Film
By June 2025, all Round Rock ISD schools will have safety film installed on their exterior windows. Safety film makes it more difficult for an intruder to access schools and provides more time for the police to arrive or for the campus to lock down, if necessary.
Currently, Round Rock ISD schools exceed the minimum requirements for safety film use outlined in the Texas Administrative Code.
Emergency Operations Plan (EOP)
The Round Rock ISD Safety and Security Department works to align, train, and improve campuses and district emergency operating plans.
An emergency operation plan outlines how to prevent, mitigate, prepare, respond, and recover from a potential natural disaster or emergency.
The EOP assigns responsibility to individuals and determines how actions, internally and externally, will be coordinated. Using plain language in an EOP is important so that the school district, fire department, police department, and other agencies understand each other in an emergency, minimizing the chance of miscommunication.
In August, all campus principals were trained on their EOP. Training is continuous throughout the year with all campus and district leadership.
EOPs are not posted for public viewing to guard the school district from exposure to its safety and security vulnerabilities. Round Rock ISD’s EOP has been finalized per the Texas Education Board (TEA) requirements.
School Fencing
Our Safety and Security team collaborates closely with the district’s maintenance department to design and install customized fencing systems tailored to each campus’s unique needs for enhancing student and staff safety.
Round Rock ISD plans to address fencing across all campuses by the end of 2029. The district addresses the individual upgrade requirements of each campus and completes about 10 schools per year.

Crossing Guards
Round Rock ISD staff who serve as crossing guards complete specialized training developed by the Safety and Security Department, which meets and exceeds state requirements.
Crossing guards play a vital role in ensuring students travel safely to and from school by creating safe gaps in traffic. Their presence alone often discourages unsafe behaviors by both pedestrians and motorists.
Event Staff
Have you seen event staff in blue vests at football games or band competitions?
Event staff personnel are full-time Round Rock ISD employees who have received additional training and pay from the Safety and Security Department. This training was designed and implemented to assist with safety at larger district after-school events.
Trained event staff may also supplement our police department’s officers and report suspicious activity or concerns directly to the officers.
This program has reduced the number of officers needed at events and increased the visibility of district employees and administrators in enforcing facility rules and district policies.
Campus Posters
Texas Education Code 38.0042 requires all school campuses to hang a Children’s Advocacy Centers of Texas poster about how to report child abuse in English and Spanish in high-traffic areas and at the student’s eye level. Empowering our students with the knowledge, ability, and confidence to report if they or someone they know is a victim of abuse is critical.
School personnel represent the largest professional resource for reporting suspected child abuse and neglect in Texas. As mandated reporters, educators and other school staff remain informed on the topic of child abuse.
Parents who suspect abuse is occurring can also call the number on the poster or report it online.
Threat Detection and Response
Round Rock ISD partners with Navigate 360, a digital threat program that scans digital content in real-time to support our learning communities in preventing self-harm, ending bullying, and stopping emerging threats from escalating.
This online tool equips the administration to identify and address potential risks early on.
Safety and Security Committee
The Safety and Security Committee meets at the Old Hopewell Building, 1311 Round Rock Avenue, in Round Rock, at 5:30 p.m. on Wednesdays, November 6, January 8, March 5, May 7, and August 6.
If there is a need to schedule a called Safety and Security Committee meeting in addition to the dates above, the district will email information out as early as possible.
