F. Superintendent Reports:
F1. PTA Report
- Two students won at nationals in the PTA Reflections contest.
- The Round Rock ISD Council of PTAs was nominated for an Impact Award and the Family and Student Engagement Award.
- This year’s participation was at 97% of last year’s goal, while also earning the Texas PTA Golden Apple award, given to PTAs that recruit 100% of their school’s faculty as members.
F2. LSG Monitoring Report – Goal 4
- Assistant Superintendent of Student Support Services Dr. Byron Gerard, Chief of Access and Opportunity Kayren Gray, Director of Enrichment Raine Maggio, Director of Counseling Services Steve Clark, and Counseling Services Coordinator Sonia Baker reviewed the data from the spring 2025 Panorama survey, 2024–25 district climate survey and district programs that help support student well-being and engagement.
- The overall board goal is to increase the percentage of students who report that their school environment promotes a positive sense of well-being to 65% by spring 2026, up from a baseline of 54% in spring 2023. Progress will be measured using the Panorama Survey Data, focusing on favorable responses in three key areas: Sense of belonging, safety at school, and student self-efficacy.
- An estimated 31,216 3rd-12th-grade students completed this survey in spring 2025, an increase from the last two surveys sent out to students.
- For spring 2025 student responses: Student sense of well-being was 55%, focusing on subgoals 4.1 sense of belonging at 51%, 4.2 safety at school at 59%, and 4.3 student self-efficacy at 55%, which either remained the same from the spring 2024 survey or increased, with the exception of emergent bilingual students.
F3. 2025-26 Proposed Budget Update
- Chief Financial Officer and Chief Operating Officer Dennis Covington updated trustees regarding the district’s proposed budget for the 2025–26 fiscal year. Pending state legislation related to funding for full-day Pre-K and teacher compensation, among other items, means that a definitive budget proposal for the district may not emerge until the current legislative session ends.
- Trustees must pass the budget by June 30 by law.

G1. School Health Advisory Council (SHAC) Report
2024-25 SHAC Report
- The 2024-25 SHAC consists of 21 board-appointed members. These members comprise three committees: Mental and Behavioral Health, Human Development and Sexuality, and Wellness.
- This year’s SHAC brought four recommendations to the board:
- Round Rock ISD should deliver a curriculum to students in grades 6 to 12 regarding the dangers of opioids, including addiction to and abuse of synthetic opioids such as fentanyl, per state law.
- Round Rock ISD should host community health fairs, inviting community agencies to provide information to families and students in each learning community that focus on available community health resources, such as substance abuse prevention, dating violence prevention, counseling, comprehensive sex education, nutrition, group fitness programs, tutoring, or advanced learning options.
- Round Rock ISD should streamline the consent form for Human Development lessons. The consent form should be made clearer by:
- A. Including opt-in as part of the annual required enrollment forms.
- B. Communicating about the materials through district and campus communication, rather than primarily through individual teachers or departments.
- C. Communicating at the beginning of the spring semester, allowing time for follow-up.
- To standardize consistent access to recess across all elementary campuses, Round Rock ISD should adopt a district-level policy that includes 45 minutes of unstructured recess for all students in Pre-K through fifth grade, with the provision that recess shall not be taken away for academic reasons or as a punishment. Research shows that having access to high-duration, unstructured recess leads to significantly improved academic outcomes across the board and an increase in kids’ overall mental and physical health, both of which matter immensely to our families and community.
- The district will consider the four recommendations and return to the board with a plan to implement new strategies and changes to meet students’ needs through the requests from the SHAC.
G2. Board Student Outcome Goals Time Tracker
- The board spent 0% of its time on student outcomes in April.
G3. Legislative Committee Updates – Trustee Alicia Markum
- Trustee Markum reviewed updates such as meetings with representatives and legislative updates, including House Bill 6, House Bill 19 and Senate Bill 568, among others.
H. Action Items for Consideration By Consent
The board approved Action Items H1–H7, 6-0. Trustee Markum had stepped away from the dais when trustees voted.

I1. Approval of 2025-26 Compensation Plan
- The board asked to have the 2025–26 compensation plan draft brought back in a future meeting, before the June budget passage deadline, to be reviewed and approved or amended.
