F. Superintendent Reports:
F1. LSG Monitoring Report Goal 1
The district reviewed Board Goal 1, tied to Early Literacy.
- The district will increase the percentage of students who score Meets Grade Level or higher on the 3rd-grade STAAR reading to 76% by 2026, up from the baseline of 53%.
F2. Middle School Scheduling
Dr. Natalie Nichols, area superintendents Dr. Patricia Ephlin and Dr. Nancy Guerrero, and principals from CD Fulkes Middle School and Hernandez Middle School discussed their approach, data and results of switching from a 7-period school day to an 8-period school day.
- The middle schools reviewed their student data to consider implementing the 8-period day to best accommodate the entire student population. With an 8-period day, students receiving needed intervention are still able to take part in a chosen elective.
- The Teaching and Learning Department provided the content for lessons and resources, and made teaching coaches available to support campus staff.
- Fine Arts programs grew their programs as additional elective classes were offered to students who didn’t need intervention time.
- These campuses said they and their students benefited from this schedule change, improving students’ experiences by ensuring access to interventions and instruction while providing additional elective options for students who don’t need intervention resources.
F3. 2025-2026 Proposed Budget and Legislative Updates
Trustees heard updates on the state of the district’s preliminary budget projections for next school year, as well as an update on legislation working its way through the Texas House and Senate.
F4. TASB and Human Resources Compensation Updates
TASB Pay Systems Maintenance Presentation
HRS staff provided updates and recommendations regarding compensation. The recommendations were based on the Texas Association of School Boards’ data on surrounding districts’ market pay comparisons. Those comparisons took into account enrollment, staff demographics, and pay data, along with each district’s historical salary and market data.

- Further budget options and updates will continue based on House Bill 2 and Senate Bill 260.
F5. Teacher Incentive Allotment
The district is increasing the opportunity for more teachers to participate in the Teacher Incentive Allotment.
- The district started with nine Title I elementary schools in 2023–24, focusing on kindergarten through second-grade reading teachers. This year, the remaining five Title I elementary schools and three Title I middle schools focusing on sixth- through eighth-grade math were added.
- 90% of TIA funds received by the district are paid directly to teachers. The other 10% is reserved and used for TRS and payroll costs for TIA compensation, resources, and support to continue to grow the TIA program.
- The district’s goal is to continue expanding sustainably to all elementary, middle and high school campuses, while looking at programs that already have an IBC assessment tied to their program/course. This is the best way to track progress for the students and, in turn, the teacher.
- The TIA Spring timeline starts in April of 2025, with TEA confirming the TIA designated teachers and funding amounts. The district will submit 2025–26 expansion applications. In June 2025, the district will collect TIA data for this school year, and those TIA teachers will then receive their TIA compensation based on that data.

The board focused 22.6% on student outcomes for the month.
G2. 2026-2027 Academic Calendar

- More than 4,000 responses in a survey sent out to parents, families, community members, students, and staff, 64% of responses favored Calendar B.
- The district will follow Calendar B for the 2026–27 school year.
- The calendar committee will look at the 2027–28 calendar starting in September.

- Trustee Markum updated legislative committee activities, including the success of the February safety and security summit with other districts. The trustees also provided written and in-person testimony against HB3 and neutral testimony regarding HB6.

Updates included districtwide Early Learning Day, the teaching hiring event on April 5, the Partners in Education Gala celebration, and the celebration of Westwood and Round Rock girls’ soccer teams making it to the top 8 round of the UIL state soccer competition.
