The Round Rock ISD Citizens Bond Committee (CBC) will host its first meeting Oct. 27, 2016 at the 100 building of Round Rock High School, starting its assessment of District needs for a possible May 2017 Bond election.

Four subcommittees make up the CBC to discuss the needs of Innovation, Safety, Growth and Finance within the District. The District asked each subcommittee to review facilities and capital renewal/replacement projects in alignment with the community and Board’s vision for schools, outlined in its Strategic Plan.

The subcommittees will prioritize those requests. CBC subcommittees will meet at least three times from before November 15 to create a draft report. The committees will present reports to the CBC Advisory Committee, which will work with the Board of Trustees to create a final proposal by February 16, 2017.

Innovation Subcommittee
The Innovation Committee will review options for educational programs and the development of initiatives related to teaching and learning. The scope of its projects will include Public Schools of Choice through school expansions and new schools, including a permanent facility for Early College High School and Health Professionals High Schools, Career Tech High School, and an Early Childhood Center.

The technology component to the Innovation Committee will include evaluation of programmatic requests for new technology and classroom enhancements including replacing old projectors with touch LCD screens and classroom audio system for teachers.

Safety Subcommittee
The Safety subcommittee will review safety and technology procedures and systems in the District in alignment with Strategic Plan Goal 1.8 which states that Round Rock ISD will enforce safe and secure learning environments for all staff, students and community partners. The scope of its projects will include playground play surfaces and covers.

The technology component to the Safety Committee will include the evaluation of security cameras and other safety systems.

Growth Subcommittee
The charge of the Growth subcommittee includes discussions about facility improvements and additions to appropriately accommodate District student population growth.

The scope of its projects will include new athletic, performing arts facilities and schools, including an additional outdoor athletic facility, indoor aquatic facility, High School # 6, Elementary Schools #35 and #36. The subcommittee will also review school expansions on accommodate growth.

Finance Subcommittee
The Finance Subcommittee will review outstanding debt obligations and long-term impact to the tax rate and bond rating. The scope of its projects includes bond sales and structuring, economic growth, tax rate, debt portfolio and capacity.
