Superintendent of Schools Dr. Steve Flores announced the reorganization of the Round Rock ISD leadership team effective immediately to better support the needs of schools and to emphasize a laser focus on the district’s core function, the teaching and learning occurring throughout our district, he said.
“We want to provide Round Rock ISD schools a coherent system for support that addresses both the leadership needs of our schools, as well as the end product of classroom instruction in all of our schools,” Flores said. “For our parents and community stakeholders, our goal is to provide a system for educational accountability that addresses the needs of every student and the performance at each school.”
In addition to the reorganization of district leadership, the Board of Trustees approved a 2 percent raise at salary scale midpoints for all employees next school year at Thursday’s budget workshop.
As part of the reorganization, the structure of Round Rock ISD will align around four chief positions to support schools and innovation, teaching and learning, district operations and finance.
Deputy Superintendent of Instruction & Administration Dr. Martha Salazar-Zamora will serve as Chief of Schools & Innovation. Deputy Superintendent of Business Administration Ramiro Flores will serve as Chief Operating Officer. Assistant Superintendent of Instructional Support Services Robbin Gesch will now be the district’s Chief of Teaching & Learning, and Executive Director of Business Services Randy Staats will serve as the Chief Financial Officer.
Assistant Superintendents of Elementary and Secondary Schools, Carla Amacher and Rebecca Donald, will serve as Executive Directors of Elementary and Secondary Schools. Both administrators will continue to report to Dr. Salazar-Zamora and lead our professional learning communities.
Executive Director of Management Information Services Mark Gabehart will have dual reporting roles to the Superintendent and Chief of Schools & Innovation. The district has created an Executive Director of Educational Support position to report directly to the Superintendent. The new position will focus on campuses in need of advancement and transformation. The Executive Director of Educational Support will be integral in the district’s pursuit of world class schools for every student.
Dr. Flores is also renaming the Legal Services Office to Governmental Relations. Executive Directors of Assessment & Internal Audit, Community & Governmental Relations, and Human Resource Services – Pat Reddin, JoyLynn Occhiuzzi, and interim W. Mark Gesch – will continue to report directly to the Superintendent.
“As we move from first class to world class, organizational changes are needed to ensure we are prepared to meet the needs of our growing district,” Dr. Flores said. “As the new organization is implemented, district leadership will work collaboratively to determine further alignment of support staff and administration to ensure we are meeting the needs of our students and teachers.”

The 2 percent raise for district employees will cost Round Rock ISD $4.78 million next school year. To remain competitive, the starting salary for first year teachers will increase to $43,000 from $42,500.
